Journal of Government and Social Issues (JGSI) https://jgsi.fisip.unila.ac.id/index.php/Jurnal <p>Journal of Government and Social Issues (JGSI) is a peer-reviewed, open-access journal published by the Department of Government Studies, the University of Lampung. Until recently, the research related to governments and social issue have been analysed in mostly in a single lens. As the result of political dynamics, the most problem of government across the globe is still unable to provide a good public service to their people due to a lack of leadership capacity. Nowadays, research about the government and social issues have been studying and analysing from many perspectives. JGSI provides multidiscipline publication for local and international researchers, especially for those who are interested in the field of government and social studies. JGSI’s first publication is in December 2021. JGSI aims to provide academia a peer-reviewed journal with high-quality research on government studies and social issues. JGSI is a biannual journal; JGSI publishes twice a year in June and December. Using an ethnographic-based qualitative approach, this study explores how employees adapt to digital policies, how communication and coordination patterns are formed, and how the dynamics of bureaucratic work change in the context of information technology implementation. The results show that MIS can improve administrative efficiency, accelerate reporting, and strengthen the transparency and accountability of public services. The transformation from manual to digital processes creates a data-driven work culture and improves cross-departmental coordination. However, a number of challenges remain, such as infrastructure limitations, digital competency gaps, and the need for ongoing training. In addition, leadership has proven to play a crucial role through supervision, motivation, and support for employees during the adaptation process. Theoretically, this research enriches the study of organizational ecology in the context of public sector digitalization. However, viewed through the lens of Jürgen Habermas' deliberative democracy, they possess profound significance. Beyond mere confrontation, demonstrations serve as an arena for public communication where citizens interact, deliberate, and shape a collective political will. This study investigates the significant wave of protests across Indonesia in late 2025, demanding transparency and accountability in public budget management— specifically concerning the salary and allowance hikes for House of Representatives<br>(DPR) members. Employing a qualitative case study design and critical discourse analysis, this research reveals that demonstrations function as informal deliberative spaces operating outside state institutions. Through spontaneous communication, participants not only articulate political demands but also construct a shared understanding of public exigencies, particularly fiscal justice and financial accountability. This phenomenon illustrates that deliberative practices are not confined to formal forums; they can emerge organically on the streets, transforming citizens into active subjects of policy discourse. The findings indicate that the LampungZagreb relationship has met the determinant cause and favorable condition stages but has not yet reached the stage of paradiplomatic action that results in formal cooperation. Although the Lampung Provincial Government has demonstrated international engagement and political support, until now there has been no formal agreement, such as a Memorandum of Understanding (MoU) or Letter of Intent (LoI), with the Zagreb Government. The foundation of regional-level international relations between the two regions has only been built through ongoing academic collaboration. Since 2017, collaboration between the University of Lampung, Zagreb University, and Vern University, including joint summer schools, lecturer exchanges, joint research, and the Erasmus+ program, has established a consistent academic network and become a strategic entry point for initiating paradiplomacy.
